Kuala Lumpur, Malaysia -- DHARMA Master Cheng Yen founded the Taiwan Buddhist Tzu-Chi Found-ation in 1966 with a compassionate vow, said Tan Chee Wei, the administration department head of the foundation’s Kuala Lumpur branch.
